Gregory M. Klipp
Gregory M. Klipp is a senior attorney and shareholder at The Jones Law Firm PC. For more than 10 years, he has represented and advised individuals, utilities, landowners, developers, and businesses on matters involving water resource development; regulatory permitting (air, water, wastewater, oil, and gas); complex land use development and subdivision projects (including data center land acquisition and water service commitments); utility service agreements; business management and transactions; water and natural resource rights; oil and gas development; groundwater conservation; real estate transactions; state regulatory matters before the Railroad Commission of Texas (RRC), Texas Commission on Environmental Quality (TCEQ), and Public Utility Commission of Texas (PUC); service area disputes; and utility rates.
Mr. Klipp is also a presenter, member, and referral attorney for the Texas Rural Water Association, where he regularly assists member clients with the corporate governance and regulatory compliance of Texas rural water utilities.
Prior to joining The Jones Law Firm PC, Mr. Klipp practiced as a solo attorney in Austin, Texas, and served as a law clerk in the Environmental Law Division of the Rhode Island Office of the Attorney General.

Representative Experience
- Representing purchasers in complex land acquisitions and wholesale and retail water service agreements for data center and subdivision developments
- Representing purchasers in the first-sale, transfer, and merger applications for water utilities before the PUC, including approval of lease-purchase agreements between investor-owned utilities and municipal utility districts
- Representing developers and utilities in the negotiation and execution of utility service agreements for new residential and commercial developments
- Representing landowners and regulated entities in contested proceedings before the PUC, TCEQ, and RRC
- Assisting developers with the formation of property owners associations for new residential subdivisions
- Advising clients on the ground-up formation of new investor-owned water utilities and water supply corporations
- Representing oil and gas operators in the defense of disposal well permit applications and good-faith claims before the RRC
- Representing acquiring and selling utilities in utility purchase and sale agreements and related PUC approval proceedings
- Representing investor owned water utilities in rate case proceedings before the PUC
- Representing landowners in eminent domain matters
Outside Interests
Outside the office, Greg enjoys mountain biking and exploring Austin’s outdoors and restaurant scene with his wife and two children
